Translation from Chinese to English needed

I need someone to translate a text from Chinese into English (topic: history, government policies, natural resources). When I do a word count (with Microsoft Office Word) in Chinese, it comes out at 18,000 characters, when I put it in google translate it becomes 11,000 words. I hope this gives you an idea of how long it is. The text has been written by a Chinese, with expressions and "ways of saying" and proverbs that only Chinese people understand. I need someone who can understand which passages a Western reader would not understand, and explain these passages.
