Need Marketing for Music Artist and Finance company! check!!

Hey! I need some marketing for a music artist ......AND also a finance company that is located in a small state in the U.S. I need some direct marketing for a certain US state for the finance company. I need blogs and other online marketing tools that will specifically market for this insurance, income tax, and financial company. I need people with good experience and also creativity. I also need some ideas to be told to me in the PM and I need to see work you've done before...please do not be an amateur because I am a very serious and professional worker and I need the same from the people I work with. (the company is located in a small state in the US so the market to reach is not large, but rather simply one state in the U.S.) There is already a facebook and a website for the finance company so I would like attention drawn to those 2 links. In regards to the music artists, the artist has a myspace facebook youtube etc etc etc. The artist will have music released in November, around November, I would like to have a worldwide campaign online done in countries such as Spain, South America, Puerto Rico, Central America, Mexico, and the U.S. with concentrations in the LATIN community. (hispanic) I would like attention drawn to the website and myspace page...as well as twitter and facebook. I would love to work with someone who knows how to market with blogs and pop ups, but also knows how to get friends added (real people) to the twitter, facebok, myspace page.. The idea for the artist is that he is working with other marketing professionals, but he believes in free lance work and has worked with some of the workers on here before. I would like to find someone who is inexpensive, experience, and professional. The budget is not completely small, but it is tight for the moment but will continue to grow if the result is good.
