Modifications to a wordpress widget

I am wanting to get quotes for the cost of some modifications to a widget on a website that I am building in Wordpress. I am building a website which will allow registered users to add posts to it. I have not been able to find a plugin that will do exactly what I need, so I am instead considering modifying one to do what I need. As I don't have the programming skills to do that, I need to hire someone to do it for me. Firstly, the plugin that I am looking to modify is called Quick Post Widget ([login to view URL]). Here are the customisations that I want to have added to this widget 1 - Validation on submit so that HTML, website addresses, email addresses or other code is not permitted in the post title or post comments. 2 - Users will able to upload/add 1 photo, but the photo are not to exceed a certain size. The size of the photo will be defined before any development work is done, but it will probably be a maximum of 600px wide or 600 px high. I will be using the plugin with the Visual Editor disabled so the ability to upload will need to be customised 3 - If a photo is uploaded, it is added to the Featured Image for that post. 4 - At the moment the widget allows me to specify if posts are to be published or not when created. I will initially want to moderate all posts, but I will eventually get to a stage where I will only want to moderate posts with images attached, so this capacity will need to be developed. A website which all of this can be developed on will be provided to the successful bidder.
