If the user is not Admin, then it will ask for password, else it will go ahead and apply the settings. I can optionally provide a way to reset as well. My query- Do you need this to run on all OS Windows 7 to 10?

1. For IE requirements: Why not use Local group policy? Its best to go through this way instead of scripting it. I can make a script to push this policies to all the computers in your org. 2. ADOBE : I can include this in same script and i have it handy. 3. DEFAULT PROGRAMS : This can be included in same script as well and have it ready.
