Prototype for simple video controller under .NET, iPad or Android

I need a prototype project under .NET framework, which does the following [alternatively I would also consider an app for the iPad or under Android]: - The system is set up as dual screen under Windows 7 x64 [under iPad or Android, the second screen will be connected over HDMI adapter]. - Input is a single MP4 (H.264 Full HD video file). - A small controller window has the following controls, which navigate between markers and start or stop the video and audio streams: <<, STOP, PLAY, >> - The software must open the file and read the markers. - It must then play the video full screen on one screen, while the controler is located in a Window on the other screen. - The video must be controllable by the controller. When the video is paused, the current frame must be displayed on the screen. This is a prototype. All configuration settings can be in an XML file and there is no need to specify files, hardware etc. during this stage. When you deliver the software, you must help me (chat) to set it up directly editing configuration settings as needed. If .NET doesn't provide that functionality, you can use a player DLL or control a commercially available player (must be authorized by me). In no case, text or information must be displayed on the second screen. If you know a commercial solution that provides exactly what I need, I am willing to pay a low fee for that tip. Background: I need to run a live concert, where a beamer is connected to the second screen. The problem of Media Player and such is these either display their controls on the publicly viewable screen or do not allow enough control over what is played. If the prototype works well, I am planning to extend this project with additional controls to play additional audio (e.g. applause samples) and more functions.
