Trimming a clip with more precision

Please help! I'm trying to trim my clip to it's perfectly on the downbeat of a song. You can see in the image below I want it cut where the blue line is. But it wont allow me to cut it there. It only allows at spacing of 1 second. This was very easy to do with final cut. I will pay someone to tell me how to do this.
