Capture License Plates with Mobile Phone

We need license plates captured for specific states. We already have plates for NY/NJ/CT/MA/VA/MD/NC/SC/FL/TX/IN/WA/CA. The project is to train a network on template reads for the each state. The video must be captured horizontally via a mobile phone. We need 15 individual daytime plates and 15 individual night time plates per state. We will Paypal once state is submitted and approved by our engineering team. $100 per state. Example of how it needs to be captured is included.
