I'm a software architect with 17 years of experience. I'm an expert in client/server applications such as this. I would develop your app in the C# programming language for the .NET framework 4.0 (so it runs even on Windows XP), using Visual Studio 2013. For the user interface I would use WPF (Windows Presentation Foundation) which allows me to offer the best possible design. You will need to clarify if you want the application to keep using the pre-existing database or just extract its data into a new one. I would use MS SQL Server 2012 Express Edition (free) if a new database were to be used. About the touchscreen kiosk, will it be a standard pc with a touchscreen or a different device such as a Motorola MK? I'm also an expert developing applications for Windows Mobile 5 & 6. About the notification displays, why kind will they be? a standard screen connected to a pc or a led-based display?
