Hi, I've worked extensively with docker in recent months and I've already solved this problem. Vagrant is great for creating virtual machines on your local environment. Docker is the ideal tool for creating deployable packages that can be promoted from Dev to Staging then to Production. I personally use Amazon ECS (Elastic Container Service) for running my production and staging services but any server running docker will work for you.
