I've similiar solution with a windows tool named robocopy. (not powershell) I used on a File Server migration project. The script from time to time syncronized files, folders and permissions from one server to another and generates a file log with the results. Even deleted files on source were also deleted on destination server (this can be changed). Pls let me know if this solution suites you or if you still needs powershell. Bear in mind that is also possible to call Robocopy from a Powershell script if you have a special need for Powershell.

Proposal for "Powershell script to copy files/directories to another network location" (1) Scope of Work Build a robust Powershell script to copy files and folders to a specified network location as specified in section '(2) Requirements & Design' (2) Requirements & Design The following are the identified Requirements & Design: (2.1) PS Script to run every 10 minutes. To be scheduled with the Windows Scheduler. (2.2) Copy a subdirectory full of different files from one location on a network drive to another (2.3) If any file is still being copied and/or edited (example: doc document still being opened with MS Word), ignore the entire directory and output a log file with the same name to the source directory. (2.4) Retry copy again after pre-set period of time. (2.5) This code needs to have logic for error handling and/or recovery if anything goes wrong. (2.6) Log file needs to be generated on each sub-directory moved, and entries older that pre-set period of time are automatically deleted. (3) Project Approach This project will have a duration of 10 Days for scope as specified in Section 1.
