VBulletin - Need an experienced coder to implament this page

VBulletin Portal page Hi I'll do my best to describe what we're after. We would like to create a type of index page for our VB4 forum in the format of Top X new threads from forums A B C & D Here is a basic layout of the protal page we made. [login to view URL] We basically want a page thats laid out like that, split into catergorys, so listing newest threads from all forums and sub-forums within that catergory. We would also like an option to download any attachments from the listed thread straight off that screen. We would also like it to display what forum the thread was posted in, that links to the forum displayed on the page. Obviously all thread titles displayed would link to the actuall thread If the catergory is clicked, we would like it to open a search query listing the Latest Threads, not Latest Posts for that Catergory ie: all forums and sub-forums. We wan't this to use our stylevars so it will work on multiple skins aswell as be compatible with future skins we may decide to use, HTML markup on the usernames would be a nice feature too. Also we do not want the new thread info to be pulled from the database via RSS feeds, we did try this ourselves, but the performance of the page was very poor, we also had problems aligning the tables. On another note, we would like some control over the portal via the Admin CP or some other method, ie: to include/exclude certain catergories and forums, aswell as issue user permissions. To download from the portal page, we would only want to allow specific user groups. Groups with the permission, would be able to download directly from the portal page, users without the permission would be directed to the thread, banned users, would not be allowed to view the page at all. Finally we have some modificatios installed and would require compatibility with certain key products, I can list and link you to these as, when or if required. We would like this to initially be installed on our test forum, which contains all the plugins our main forum has. Budget: $100 - $300
