I can develop the fuzzy select tool, with some parameters (radius, tolerance etc), I can also make a simple proof of conept demo if you liket. But I need a clarification about the algorithm you mention ("then an algorithm will complete the shape in the bridge, temple, and bottom right area"), is this already done or is it a part of the project as well? Your requirement is for a outline select (magic wand) web app. You would like your user to upload an image of their frame and be able to define the lense area within the image using the outline tool. The user also enters the width of their frame and you will want the image of just the lenses scaled to the measurement. In order to do this the user may have to enter in their screen's resolution. I have done a number of imaging app from image hashing (for image search), image conversion (from jpg to SVG) to image algorithm processing (finding lines in a sonargram).
