Facebook App Developer / PHP / MySQL Help Needed

Hello, I have a website that sends peoples information to multiple Facebook Custom Audiences that it auto generates, I do not see ads being pushed to the people it's uploaded to the audience, we think we are sending phone number, first name, last name, city, state, zip code, country but are not sure, we can see it ads a row but I think something is wrong with the code. It on Facebook says 1 row added when we send data but again, I think the data fields are not correct or are not formatted correctly, it worked in the past very well but after a new programmer and updates I think something broke. I'll attach the PHP file here if you want to take a look at it, in the file search for: update_cust_audience this should be the place where the code is for it to send to FB audience, there is also a code for it around line 1215.
