Create PHP Project Invision Community Auto installation

I wanna to create my website based PHP. This website has like this features: - Register page : User name, Full name, Mobile, E-Mail, Password, Confirm Password When user register this website, he has to do email verification( provide website link with verification code). - Login Page: E-Mail, Password - When user succeed to login, website will create new directory to install invision community project. - After login, showed Home page with install project link address. I don’t need to design for it, only need functional features. My budget is 100$. If you are not agree with this budget, Please don't send bid. I will ignore it.
