Hello -- We are a house paint manufacturer in Miami, FL. We sell one of our paint products online. We offer FREE SHIPPING to some states, and DISCOUNTED SHIPPING to others. Our site is an HTML site, not Wordpress. The header of our site currently says "FREE SHIPPING to the SOUTHEAST." I would like the text to be specific to a user's State (in the USA). I have very basic coding abilities, but enough to be able to edit and upload files. Since the text is different for every group of states - and may change, I think the simplest way would be to code this feature so that I can easily edit the code file and then edit the message myself whenever required. Instead of editing the text for every single state, I would like the developer to organize the states by group and assign a different text message to every group. There will be a maximum of 5 possible groups and a "none of the above" case as well. I should also be able to edit the states in each group as we expand our FREE SHIPPING areas. The location specific text appears in the header, and also in the product info box. See photos for examples of where the messages appear.
