Need a New Wordpress Page Template and Category I.D.

I need someone to edit my Wordpress template to create a new page template and new category id to give us the option to publish a story to the homepage the title and image will be a clickable hyperlink going out to another site. 1) the image will be left justified with the be same aspect ratio as we have now, 270X150 pix. 2) Image and title will be hyperlinked out to the site where our readers can see the full story. 3) The stories will live in the individual categories as they always do. 4) If the user wants to share the story on our site they can click the "comments" and it will open the story on our site and they can grab the hyperlink. I have a budget of $30-35 for this project. We are an independent site with a limited budget so hopefully you understand. We have several more development projects in mind so if you are efficient this will surely lead to more work.. I have attached detailed mock-ups of how I want it to look and function.
