COM Wrapper for SIPX

This project is similar to another one we have outstanding on SIPX. This one is about COM wrapper for SIPXTAPI which we need delivered as this project. Here is the status as of now: - The API we want to work with is the sipXmgr.h and the sipXezPhoneSettings.h file. We have isolated these two files and built a separate library which can be linked into an application (similar to the sipXezPhone itself). This is a much simpler API - There are two COM approaches: 1) COM with the library we have built 2) Run the library we have built as an EXE file and implementing a messaging protocol to it and a COM interface on top of it.
