Simple Web Site with JavaScript/AJAX or similar

Require a simple but reasonably fully functional website with facility for easy self-updating of basic content pages and easy addition of additional pages without developer intervention required. Would need to use JavaScript/Ajax/HTML5 for professional looking modern effects of drop down menus, automatic newsfeeds and updates and similar dynamic features for freshness. Do not want use of CMS systems or elaborate setup but must have simple built-in facility for content update and layout customisation if possible. Require bidders to submit proposed design template samples and need quick turnaround of completion upon award so please bid only if you have current capacity and can fulfill work very quickly if awarded. Successful and satisfactory completion could lead to other similar simple work.
