pet registry

I want to create a website that combines 2 existing websites: [login to view URL] [login to view URL] They should work together so that when you register your pet it gets updated everywhere. If you register your dog as safe then everywhere the dog is safe, but if you register him as lost he should be updated as lost everywhere and a reward should become an option. etc. I think you can see how the combining of the 2 sites should come together. They should be seamless but I want all visitors to be able to easily see that not only is this a pet registry, but it is also a lost and found center. I want them to be able to use this as a fun place to come and talk about there pets, buy supplies, communicate with other pet owners, etc but if they lost there pet, they should be able to update their listing so that others can help find their pet. I also want to incorporate a page where you can create a poster if you lost your pet. It should automatically update with the pets picture and reward if the owner is offering one, and then be able to be printed by the owner for posting around the neighborhood. Shelters should be able to register and notified if a pet in their area was lost. That way if the shelter finds the pet, they can help return the pet to the owner. I would like all of this done but want to give some leeway to the bidder so that you can use your creativity to make this the best it can be. I would like to be part of the project in the sense that I can get constant updates on the site and offer my opinions and needs. The admin area should be easy to use and should offer the ability to easily update the website from the layout to adding more content, to keeping an eye on the users. If this is possible please let me know, if not, please offer me what you think will be better.
