New Look for my current PHP Website

Hi Freelancers, I have a website [login to view URL], I myself a Web developer but really don't have time to change my website look. This is a Very Simple Project so my budget is $100. If you can provide me Extra quality work i might consider paying you more. What i want is: A complete new look for my website. More of a White with other nice colors combination with nice new divs stylings ( I mean Professional Work ) and a 800px wide sliding/scrolling pics with arrow button java script for main page and rest of the page need to be built according to the theme. Please Note: Content need to be same No changes in content, But need to change Pages according to the theme. and one very important thing my website is a project management system web so no changes in PHP Script only the Website html and css need to be changed.
