Need Joomla Designer

Hello joomla designers, I want someone to make a default template at joomla. I want to make a website in joomla for health information and want you to design the template and guide me little bit. I will give you password and username of superadmin of joomla and you will need to design the site template. I have attached the template design that how it must look like. I want to make the top menus that will show the sub menus as drop downs and also in the main menu. You do not need to write any content just make simple template and rest will be done by me. I have low budget please show me your past work. Lowest bid with good work will win. Please bid low if you will be hired this will be permanent means we will call you for maintenance for almost 2 years and we do that twice a month so its better to bid low now also let us know that will you prefer joomla 1.5 or 1.6.
