Need to create online software for small contracting business acting as a middle person

Project requirement , Please read the attached file for further run down...... Any suggestions are welcome to improve this Hi looking to develop a small software, for newly start up business, Basic run down, 1. should be able to access from different location online with login 2. can install on any computer and update live records online. 3. merging function: Email application(prefer in right hand side of the window) with notification in bottom , 3.1 inbuilt email reply, with predefined text. 3.2 option of saving files into folders, which will save locally and on server 4 show the list of current projects which are ongoing and ready to assigned( in bottom left ¼ window) 4.1 project to be assigned comes on top (when contractor field is empty) , then project to be quoted on second ( when quote field is empty), then unconfirmed projects( when advance field is empty) and then ongoing projects ( all highlighted in different colours) , I want a little vertical bar showing all this status on left hand side of the window. 5. Field parts can be in tab form , so when click opened with respective window. But above 4and 4.1 should always be there when we opened the application/software page. 6. Able to generate reports daily, weekly , monthly, yearly, completed project, due projects , ongoing projects, payment summary(individual and total for day,week month, year) , profit ( payment summary – charges)(day , week, month, year) 7. should have options to change the name of the field, add field, delete fields only by administrative password. And then it should also have option to add to generation of report.
