Adjustment to existing system: Add hyperlink to images

I have an existing website application. The system sends out emails in bulk. The system allows a user of the system to create these bulk emails. While creating, you upload an image to be sent. The system should be adjusted to also cater for a hyperlink to be inserted on the image. In other words, if a hyperlink is added, the system should turn the image into a clickable image which will open the hyperlink. Very small change. We need this done quickly.
