VB.NET Read from config file and run existing code, or don't based on config file setting

Hi, This should be a very simple change. There is some existing functionality in the system and I want to be able to disable that functionality from the config file. The config file already exists and several other parameters are stored in there, so reading in a new one should not be hard.
