Flash live video media player

Hello, We are looking for a programmer that would be able to create a temporary Flash media player for our website before we invest heavily into WebRTC. What we basically need is a Flash player that would be able to stream live content from a users webcam or live device on a video camera to a multitude of users. So 1 person streaming to thousands. There are already multitudes of API's from our indirect competition that we want to avoid using due to licensing, etc. so we want our own infrastructure to use and dispense at our own digression. We would like to get this project complete in the next 3 to 4 weeks from today, May the 6th. Any knowledge of our next step in WebRTC might get you a second job after this one is completed as we will need that in the very near future. Another small addon to the media player we will need is a live chat box that would have no storage of the data, just 100 or so lines that would enable chat of the live video. We have a developer who is building the rest of our site and I would like to sub this part out to keep things going faster and hopefully cheaper.
