Develop a widget / software to display relevant ads

I am looking for someone to create a piece of software or widget that installs into chrome, explorer, safari, etc that is much like deal-slider. The deal slider program is installed while installing other software with the users knowledge and displays relevant in click links and popups ... please look at deal sliders site and review the software so you know what I am talking about. I will take the software or widget and connect it with software for users i just need someone to create the widget and tell me which files go where to make it work... Please bid if you know how to do this and are familiar with "adware" style software not to be confused with spam or anything illegal...
