3G location-based technology app

Java app for a 3G enabled mobile phone to find the phone's location and upload it to a web server at regular intervals. Location should be found using *3G location-based technology* and then uploaded to a web server with a simple GET url such as [login to view URL] I affirm under penalty of perjury that the program I am requesting will not be used for any malicious/illegal purpose such as tracking users without their prior authorization. It should work on ANY 3G mobile phone, not just ones with gps receivers. According to the standards any 3G phone can find it's location from the 3G network even without a gps receiver.
