Redesign / Fix Shopping Cart Data(repost)

The SHOPPING CART in our site only functions about 75% of the time, we have no problems for U.S. customers to ADD TO CART and CHECKOUT, but since our customers come from many countries, there many customers that cannot check out because of ERRORS IN THE SHOPPING CART, mainly related to the STATE/COUNTRY/CITY database. WE ARE LOOKING FOR A CODER WITH EXCELLENT EXPERIENCE IN SHOPPING CARTS AND FIXING ERRORS WITH PAYFLOW GATEWAY / SHOPPING CART DATA ERRORS. Our site functions like [login to view URL] , customers click to view products, then ADD TO CART, then CHECKOUT. We use PAYPAL WEBSITE PAYMENTS PRO as our Merchant Credit Card Processor. Example of our problems: Canadian customers from Quebec or state of Saskatchewan, cannot checkout because during the checkout process, our site rejects the order displaying a message "INCORRECT OR INVALID STATE". We have also had this problem with buyers in Europe, Switzerland, England, and many other countries. The system seems to work okay in the U.S.A, and SOMETIMES it functions for Canadian residents, but not ALWAYS. We have had a few successfully completed orders from ENGLAND. Shopping cart works sometimes, but it is not 100% reliable. We dont understand. Also, on our completed orders database, the ORDER SUMMARY shows unusual or strange names of countries and states that I have never seen before. The errors do not happen 100% of the time, only sometimes.
