Drupal module to post a request and recieve info

I am looking for someone to help me develop a drupal module: 1. That will post user requests. (create a form to input user info). 2. The information will be posted on a page. 3. A info block is to be created that scrolls iwth information posted -much like the block on rent a coder (the gigs block on the right). 4. This modules will allow other users on the site to reply to these requests and email the user the info. 5. If there is feedback from the original posting user; attach it to the reply user's profile for general display.
