Members login not working and upload in admin not working

Members login not working and upload in admin not working I have two small problems on this site script. One: The members login will not work. I can make a member from the admin and the logins will not let the member login.. Not sure what is blocking it. I tested a sale and if a person bought a plan and went to the members from paypal they get into the members but once they log out they cant login back in. [login to view URL] Two: In the admin to complete a splash page there is one part for uploading a html page. It does not want to upload that page and finish.. All the other uploads seem to work.. So I need the upload html part and finish to work.. [login to view URL] user and password: admin Please dont change that. This is on here so the person bidding can get a clear look at the problem If you try the Diagram link and then to Diagram again you will see the change and that is the html upload That's it, thank you for taking the time to look and bid.
