Online Database Expert and PHP/Website Programmer (Located in the Philippines Preferred)

I am putting together a new website. The website will have a customer database which contains products that the customers own, a product database which correlates to the products customers own and then a manufacturer database which are the manufacturer of the products that customers own. Customers will log in, create their user information and select which products they own. When there is a product update or recall posted by the manufacturer the customers who own the product will be emailed the notice. This is a large project. I need someone who can help shape the project and end website into something that is easy for customers to use. The person I hire will need to ask me questions to understand what I am looking for and not make assumptions. When applying please let me know what programming skills you have, what type of databases you would build and why. If hired you would be required to use a work logging system of my choice that will take screenshots. Thank you.
