Upgrade 2nd Hand Car site

We need a coder to convert our second hand car trading site from ASP to PHP/MySQL. The site is in Traditional Chinese and can be seen at http://www.hkcarsdb.com. WE need the site in both English and Trad chinese, the coder is just expected to code the english version. In addition to which we require, 1. Improved membership system 2. Affliate system 3. Slightly upgraded Admin system. The actual requirements as per specifications attached.
