Quiz Master

I need quiz making software very close in functionality to the one presented at [login to view URL] or any other quiz making software that is close to this one. I am looking for a coder to create a clone of this that is visually appealing, but without using skins. Although the existing software is quiet powerful, it "looks" too basic. I want it to have a user interface that is very similar to Microsoft Money. The coder should be able to produce this to function very close to the existing software. This project should use Microsoft Access tables to store quizes. This is a slight variation from the exising sofware which stores them as external files. I want do, however, want the software to be able to export to and import from these external files. Although I want this coded in Delphi, preference will be given to a coder who is also proficient in ASP since I would also like to move this to the Internet in a few months. I am open to the coder using third party components (ABC, LMD, TMS, etc.) since I do have registered versions of some of the most popular ones.
