Need to fix one CSS and one Javascript error

I have one javascript problem which is related to "back to top". When the user scrolls down an arrow appears on right side and if user wishes to scroll up again he can click that arrow to go back to top. It is not working on the main page anymore for some reason I don't know. It works on all other internal pages. This needs to be fixed. Another is a CSS issue. When user logs in, the main page reduces from top and banner text disappears. When the user logs out the banner text should reappear but it does not fully. On second click to refresh the page, it becomes normal. This css error needs to be fixed. The coder may have to make an account at my site to see the problem after logging in and logging out.
