Display Text/Gfx ONTOP of anything Including Directx applications

Im looking for code that can display text/Graphics ontop of the Screen Including DirectX Applications,just like the Programs that Display FPS or like NVidia which Displays its Logo when detecting a DirectX Application. Please no crazy bids because Im low on credit and this is a Personal project .. yes it's not for another buyer or so .. Im doing this Project since a year and I need that part of code ... there are many programs who do this trick ... like FRAPS : [login to view URL] so all i need is the ability to overlay Text/Simple GFX on top of DirectX application Whether you will do this using DirectX or Hooking into the DirectDraw API or whatever is accepted.
