add unique title and meta descriptions to .asp site

We have a client who has a dynamic .asp site. the url is [login to view URL] (take out the x's) We would like to have the ability to add unique title tags to each page. We have attached a page copy, [login to view URL], and [login to view URL] so you can see how the site is built. Ideally we would like you to setup a test version of the site on our server. Then build the funtionality to allow us to change and modify both <title></title> and Meta=description from a new database. I think this should be pretty easy for an experienced coder. If you have another easier/faster or more efficient way to do this we would love to hear it. We are open to other ways.
