Fix a display issue with some webforms graphics

Need someone to do a LIVE TeamViewer session and correct a display of the horizontal lines issue. Note that we cannot give the whole project to just correct this minor issue. These lines are determined dynamically (see code snapshot). They are a fixed png image. Simply want them to stretch appropriately according to attached images.
