HI, your requirement is very basic and i understand that it is used outside of google store so it makes it even easier. I have worked on similar complex projects of displaying notifications and showing webpages. I can code to display notifications even when app is closed that is by using background services. I also work on server coding and interface, so it should be a piece of cake for me.
