Drupal8 and Ionic Framework Based Mobile App

I am looking for a very skilled Ionic Framework + Angular Developer that understands how to configure and use Drupal 8 Web Services. The Hybrid app to be created is a business directory and review app. The business listings will be served from a Drupal8 backend. User registration and authentication will be stored and handled by Drupal backend. I need a functional hybrid app that can allow users to register and login to the app. When they are login, I want them to be able to view simple business listings. While they are viewing a detailed listing, I want the users to be able to write a review. The review written will be stored in the Drupal backend and display back into the mobile app.
