inspection of sites - repost

I am looking for an estimate for the creation of a georeferencing mobile app. I am looking for the app to be able open to previous reports taken from that space (using GPS) when I am within 5 metres of the site). At that space I would like to many take photos, that are georeferenced (with whatever GPS accuracy the internal phone or tablet will have). After each photo is taken, I would like a drop down to appear which I can select choice from a list. After the choice is made another drop down will appear where I can choose an option from another list. Each list will have an other section that will allow me to write a new option that will be saved within the drop down list. After that is complete I would like the image to be saved to a folder that contains the georefernced name and the date of report creation. I would like to be able to export the data per a report into excel or pdf template. All the initial options created will be supplied by the client in any format requested.
