Android ISMI Catcher

I am looking for someone to develop a virtual IMSI catcher for the Android platform. It has to be capable of capturing IMSI, KI, TS, IMEI and mobile operator data across GSM networks and mobile devices. It would need to be able to disable encryption. It needs to have a custom GUI with a few standard settings. Some GPS functions will be needed as well. For this project I need someone with expert knowledge of GSM networks and signals.
