Squid Configuration

I need services of Linux Expert. I want that all users in my org. will use Internet without doing any configuration on their pcs e.g. proxy setting in browser or setting any IP addresses. Internet will work only those systems whose MAC address is intered into the squid or in any other file etc. Two cateogries should be used. first cateorgy will use internet without having any restriction with full bandwidth. Second cateorgy will use internet but with restriction i.e. all kind of torrents, streaming will be blocked. All steps will be teach to me as well.
