We need a file duplication finder that can compare up to 1 million files in multiple folders and find duplicate files using only a hash value. The file comparison must be able to find BOTH exact matches and near matches (selectable) of 50%, 55%, 60%, etc.
The software must be able to run on a Window server
The software must have the following attributes:
General:
1. Must show progress in number of files to be processed, number of files processed for each step.
2. File comparisons must be based only on byte-by-byte hash comparison, ignoring file name, size, date, etc
3. Must be able to process a minimum of 50 files per second
Searching:
1. Select a base folder
2. Must be able to choose individual or all sub-folders
3. The search should only be conducted once, and then the comparison must be done in the software database. (Create the hash once, then create the matches)
Matching:
1. Select exact matching
2. Select a % match that is user selectable (ex. 65%, 72%, 100% match)
Display matches:
1. Must be able to display a list of all matched files, grouped together, alternating the background color of each group (white, light blue).
2. Must display items in the order of the base folder, then next level, then next, etc in alphabetical order
3. The files on the list must be able to be previewed from the list (all files will be in PDF)
4. Each file listed must show the full file path, file name, file size, file date, % match
Delete duplicates
1. Must be selectable to delete, copy, move, or create a spreadsheet that includes the full file path of ALL duplicates, except the first item in each set of duplicates (the spreadsheet should include all files, with an indicator for the files that are duplicates).
2. Must be able to conduct multiple operations, such as create a spreadsheet, and then move files.
3. Must be able to save results
Must provide the source files upon project completion
Project must be completed within 7 days
All communications must be replied to within 24 hours

I'm a Microsoft Certified Solutions Developer (MCSD) myself for more than 12 years, and our Microsoft Technologies division has delivered several large scale application for our clients from all across the world.
I have gone through your requirements, and I must admire you for posting such a detailed explanation of the requirements. That leaves no doubt in our minds as to what exactly is needed.
However, considering the target OS as Windows Server, and performance being the key factor as well, I propose development of a Windows Service along with a Windows Desktop Application to manage the configuration of the service along with the UI representation of the progress and other tasks such as moving, deleting duplicate files etc.
With this, you'd be able use the Desktop App to configure the settings, which will be saved in a SQLDB or a config file, the same config will be accessed by the Windows Service which will continuously process the files in the folders in "unattended" manner. The Windows Service will process all the comparison output to SQLDB which will be used by the Desktop App to display the comparison results.
I will soon create the diagram of this architecture and post the same for your consideration.

Hi, I'm professional developer with years of experience in various areas especially those related to file management and processing. It's not a problem to perform file hash comparison but it cannot be used for partial matching. For partial matching some different algorithm must be created. If you want a really good comparer that would match content on begining of one file and in the middle of another, then it won't be easy and it won't be fast (for large files) and price for such work will be higher (above your given budget).
I will write this software in .Net / MsSQL (or MySQL) to do the file content comparison using bytes instead of text.
