ipad app needs to finish 90% done

hi i have a very small and simple ipad add i had a person develope for me but couldnt finish the app the app is %95 done so almost complete i just need someone to complete the project and post it up on apple and get accepted i wont pay more then $30 beacuse the app is developed %90 i just need someone to fix up the things i need fixed up and add what i need and then post it for me to apple to get accepted when accepted i will give you full amount this app got splash screen then one screen app very easy
