Hi I have been doing this with FFMPEG, Nginx, WOWZA etc. We can use VIDEO JS free source player for playing live video stream ( RTMP based, HLS or DASH ). For live recording we either need Flash or HTML5. Now Flash is outdated and if you need live recording via HTML5 then we need webRTC tech. Please message me for detail discussion. Thanks
