ANPR Explainer Video (Animation)

Need to get a cartoon animation done also known as an explainer video that can be put on a website. The video should hopefully be under a minute and other explainer videos may come from this. The topic for explanation is 'Licence Plate Recognition' or 'Automatic Number Plate Recognition' (ANPR) and how you can use it.
