32247 For surffaster basic site look

This is a repost of a previous job. Minor cosmetic updates needed for simple php script site. We have a new header created and need it put on the site. Change the site background and text colors to match the new header. Add some links and paste in some text on the home page. Put on a few topsite banners on the site that we have the code for and that is it. This should not take very long. NO graphics or programming is needed.
