Writer to help create Employee Learning & Development Plan and Program.

Looking to write a Employee Learning & Development program and plan this weekend; after initial delivery we can keep working on filling in the placeholders etc. I want to be able to deliver Monday- Here is: Program draft (there can be placeholders we complete later) Plan to implement in phases (with milestones-an placeholder for timeline) Current status is... I have ideas and plan in my head and notes and need someone to to put them in order and make them better. I will provide my vision, framework and phasing thoughts. I wish to provide a high level plan with table of contents; parts of it fleshed out and written; parts of it as placeholders; it would roll out in phases. it will include- in no order-- Identification and categorization of High Performers, Core Training for Employees new to the industry, Core all employee required curriculum aka baseline learnings (list, purpose, likely types of training); Core required curriculum for the department or job family; Learning and career paths within job families-- range of options with examples of career paths i.e. supervision, expert individual performer; use of Job Analysis Questionnaire; needs analysis questionnaire, will start manually or with dedicated Email and tracking but need portal and LMS with content is needed, Use of assessments- via test group now; plan for others would be included; budgets at the end for resources needed; Job Books would be created so anyone could sit down and do perform the role inclusive of systems needed, links, business process, the right amount of screen shots for each job- this will be consistent training element and need to be planned for and ideally framed here, written later. There will be an Orientation to this company section and work flow where they meet execs and teams in each department and the like (not the HR orientation - the understanding the business and its people orientation) Ideal writer understands insurance jobs or training methods but some one who gets this and is creative/fast and resourceful can do it.
