I really don't think there is much programming involved here. It should be just a matter of training tesseract for the license plate fonts, and adding the patterns for the region. The license plate font in Egypt is fairly straightforward and I've had to train tesseract for Arabic characters (it did ok when the choices were as limited as yours, I needed a much larger corpus for what i was trying to do). ALPR uses tesseract 3, so the training should not be too difficult as long as we can generate enough data. Assuming we already know the coding scheme, I'd suggest we would capture pictures that contain all the digits and letters for bus / cab / private ...etc. From that, we can write a python script to generate the dataset of images, possibly using Keras to augment the dataset. This dataset should be sufficient to train tesseract, and then we can add the patterns.
