Please provide detailed specifications about the task so that we can evaluate it and adjust our bid accordingly. The choice between C++ or python will obviously depend on the task itself and also on your needs to customize the wrapper dynamically in a way that cannot be expressed through simple parameters. Should that be the case, then it's Python to be used, otherwise I would rather advice to remain in C++ so as to make the wrapper well integrated at runtime with the application itself. For the platforms you mention, it would be no problem at all to compile the same C code on all of them, that is even a standard feature that we try to include in all our programs, and both Windows and Debian/Ubuntu are particularly well-known for us.
